Mikhail Andreevich Boev was born on November 21, 1948. In 1972 he graduated from the Moscow Power Engineering Institute with a degree in Electrical Insulation and Cable Engineering. From 1972 to 1974 he served in the Soviet Army. Since 1974, he worked at the All-Union Research Institute of the Cable Industry, first as a senior researcher, then as head of the laboratory. From 1993 to 2003, he worked at Moskabelmet CJSC as the head of the OTC, then Deputy General Director. Simultaneously with his work at Moskabelmet CJSC, he began teaching at the Moscow Power Engineering Institute as a senior lecturer, associate professor, and has been a professor since 2003 to the present. In addition, he works as the Quality Director of Eurokabel 1 LLC, combining this work with teaching. In 1997 he defended his dissertation for the degree of Doctor of Technical Sciences on the topic "Technical diagnostics of low voltage cable products with plastic insulation".

M.A. Boev is a well–known scientist who has made a significant contribution to the development of electrical insulation and cable science and technology.

He performed a number of works on the creation and improvement of testing and diagnostic methods in electrical insulation and cable technology. On their basis, M.A. Boev has been lecturing for more than 20 years on the following topics: "Automation of research and technology in electrical insulation, cable and capacitor technology"; "Chemistry and technology of dielectric materials"; "Technology for creating competitive products", etc. He conducted a complex of theoretical and experimental studies of electrical and optical cables under various external influences, which contributed to the creation of modern optical cable designs for various operating conditions, including for tropical climates.

He has 10 patents for inventions and utility models, he has published 148 printed works, including 3 monographs. He was the head of the section of the "Electrotechnical Encyclopedia", published in 2008-2010; he wrote a number of articles in it. In the editorial board of the journal, he conducts topics on the theory of calculation and design of cables and wires, technical diagnostics and quality control methods, as well as optical cables.

Full member of the Academy of Electrotechnical Sciences of the Russian Federation, member of the Scientific Society of Power Engineers and Electrical Engineers, London Institute of Materials, laureate of the prize of the Council of Ministers of Russia, has state awards.
